What Is Cape Cod Doing To Secure Its Energy Independence And Protect Its Natural Resources?

I’m traveling around Cape Cod, Massachusetts this week. It’s part of a quest to learn how other communities outside my permanent Florida residence are looking ahead to a clean energy and nature-based future.

Cape Cod is geographically rare. It is a constantly changing peninsula, altered by winds, ocean currents, climate, and humans. Long white sand beaches on Nantucket Sound. Cliffs over Cape Cod Bay. Dunes protecting the National Seashore. Barrier beaches that delight with tidal pools. Salt marshes with carbon-storing grasses. Estuary habitats for coastal plants and animals.

It is also a place that is prized by residents and visitors, and the Cape’s population growth puts pressure on the fragile peninsula.

Enter the Cape Cod Commission, which is helping to protect Cape Cod quality of life.

The Cape Cod Commission is the regional land use planning, economic development, and regulatory agency created in 1990 to serve the citizens and fifteen towns of Barnstable County, Massachusetts. The Commission provides regional planning policies and objectives to guide development and protect the region’s resources. The plan works to identify critical resources and management needs, define a growth policy, contain regional goals, and provide a policy for coordinating regional and local planning efforts.

Cape communities entered into development agreements — voluntary, negotiated contracts under which the applicant agrees to provide certain benefits, which contribute to one or more of the following:

  • infrastructure;
  • public capital facilities;
  • land dedication or preservation;
  • fair, affordable housing, either on-site or off-site;
  • employment opportunities;
  • community facilities;
  • recreational uses; and/ or,
  • other benefits to serve the proposed development, municipality, and county, including site design standards to ensure preservation of community character.

Three systems are of central focus in the current Cape Cod Commission development agreements.

  • Natural systems are an integral part of life on Cape Cod, providing drinking water and supporting the habitats and landscapes that draw people to the region. Natural systems guide development patterns, and drive the region’s economy.
  • Built systems are the human-made physical elements of the region. They allow for people to live, visit, and work on the Cape.
  • Community systems are the social activities and qualities of the region, including the economy and cost of living. Community systems depend on the health of both the natural and built systems.

Such development agreements establish the permitted uses, densities, and all other aspects of a development to limit off-site impacts attributable to it, the duration of the agreement, and any other terms or conditions mutually agreed upon between the applicant and all other parties to the agreement. They build awareness of the community impacts of development of all kinds and provide communities with lots of data and research.

Development agreements also provide the public with opportunities to voice concerns and ideas on land use policies and issues, as they bring diverse decision makers together to share a regional viewpoint about significant resources.

Obstacles and Solutions: How to Balance Human Impacts to Fragile Ecosystems

With only an estimated 14% of the Cape’s land remaining as undeveloped and unprotected, actions taken now and in the near term will protect the Cape for future generations.

Growth: The Commission focuses on centers of activity and areas supported by adequate infrastructure; it guides growth away from areas that must be protected for ecological, historical, or other reasons. Development is seen as responsive to context. Yet it also allows for the restoration, preservation, and protection of the “Cape’s unique and finite resources while promoting economic, environmental, and community resilience.”

Freshwater sources: Excess nutrients, pollutants, algal blooms, erosion, invasive and nuisance species, and increased water temperatures: these are part-and-parcel of climate change and contribute to impaired water quality and poor habitat conditions across the US. The Cape Cod Commission and its partners are in the process of analyzing available monitoring data in order to assess the overall health of Cape Cod’s ponds and lakes, to identify regional trends in water quality, and to evaluate the impact of these essential resources on the region’s economy. It’s an ongoing process.

Ocean Management: Barnstable County has developed the Cape Cod Ocean Management Plan (CCOMP), which provides a detailed inventory of Cape Cod’s ocean resources and uses. Part of the inventory is defining “appropriate scale” for renewable energy development, which guides review of projects like cables, pipelines, and sand extraction. The Plan sets siting and performance standards for projects in state waters and identifies Special, Sensitive, or Unique (SSU) habitats and Concentrated Water-Dependent Use Areas, including whale habitat, eelgrass beds, commercial fishing grounds, and major navigation routes.

The Oceans Act requires the Plan to be reviewed and revised at least every five years to reflect the latest science, evolving ocean uses, and new priorities. The Plan applies to state waters from 0.3 nautical miles offshore to the state-federal boundary, including the waters surrounding Cape Cod, Nantucket Sound, and Cape Cod Bay. The region’s waters support North Atlantic right whales, important bird habitats, eelgrass meadows, and complex seafloor systems critical to marine biodiversity. They also sustain commercial and recreational fisheries, shellfishing, ferry routes, whale watching, boating, aquaculture, and offshore wind development.

Renewable energy access: As with natural resources, plans to move Cape Cod energy sources to renewables are a work-in-progress. Less than two years after federal authorities awarded three commercial offshore wind lease areas off Cape Cod’s easternmost shore, at least one developer has agreed with the Trump Administration to give up one lease area off Cape Cod.

Renewable energy advocates continue to move forward. A regional energy analysis will target sectors connected to the blue economy, climate technology, renewable energy, electrification, and community resilience.

Currently, Cape Light Compact is working with supplier NextEra to provide a 100% renewable electricity supply product. It matches customers’ annual electricity usage above the mandated state requirements with voluntary Renewable Energy Certificates (RECs). There is also investing in new renewable energy resources through the EarthEra Renewable Energy Trust. This higher renewable content electricity supply option is the default option for customers participating in the aggregated supply.
